The CYBHI Fee Schedule Program is a California state initiative that mandates health plans and insurers to reimburse public schools, including P-12 districts, colleges, and universities, for providing behavioral & mental health services to students under 26 years old.

This program ensures your child can access behavioral & mental health services directly at school, where students spend most of their day.

To facilitate reimbursement, your child’s school will request:​

1. Your child’s health insurance details (e.g., insurance company name, policy number).​
2. A signed consent form allowing the school to bill your health plan.

Providing this information helps schools secure funding for these services.
 

No, your family WILL NOT be charged any costs or co-payments for services provided by the school. Your health insurance benefits WILL NOT be impacted or affected. 

The state of California is requiring all districts that are participating in the California Youth Behavioral Health Initiative (CYBHI) program to collect health insurance information, including Medi-Cal information, from all families whether they receive services or not. Additionally, having insurance on file, allows the district and families to be prepared in the event of an emergency. The district needs this information to comply with the statewide law to reimburse the district for services provided to students who may need socio-emotional or mental health support.

Yes, all information you provide is protected under federal and state laws like the Family Educational Rights and Privacy Act (FERPA) and the Health Insurance Portability and Accountability Act (HIPAA), ensuring your privacy.

Your child can still receive behavioral & mental health services at school even if you choose not to share your health insurance information.

Services guaranteed by the Individuals with Disabilities Education Act (IDEA) are not affected by this program. Providing or withholding your child’s insurance information does not impact eligibility for services under an IEP or Individualized Family Service Plan (IFSP).

If your family does not have health insurance, please indicate so during MPUSD’s online enrollment process in the fall. There will be an option to indicate that you do not have health insurance coverage. If you wish for your child to receive services through the California Youth Behavioral Health Initiative (CYBHI) program at our school sites, they can still do so without health insurance coverage.

No, your child will only be checked in if there is a need for socio-emotional support, and we will request general consent during registration for these check-ins.
