Morgan Hill Unified School District (MHUSD) serves as the authorizer for the Charter School of Morgan Hill and any future charter schools within the community that are approved.

Role of the Authorizer

In this role, the district is responsible for evaluating charter petitions to ensure they meet all requirements outlined in the California Education Code. This includes reviewing the school’s proposed educational program, governance structure, financial plan, and measurable student outcomes. If a petition is approved, MHUSD enters into a formal agreement with the charter school and provides ongoing oversight to ensure compliance with state and federal law, as well as with the terms of the charter.

Authorizer Oversight Responsibilities

Monitoring academic performance to ensure students are making progress toward established goals
Reviewing financial reports to confirm fiscal stability and responsible use of public funds
Ensuring compliance with health, safety, and legal requirements
Conducting site visits and evaluating annual reports
Considering charter renewals, amendments, or revocations when necessary

Charter School Responsibilities

While MHUSD provides this oversight, charter schools operate independently from the district. Their own boards govern them and are responsible for managing their day-to-day operations, including hiring and evaluating staff, determining curriculum and instructional materials, setting internal policies, and managing their own budgets. The district does not select teachers or administrators, dictate how classrooms are run, or direct the specific instructional methods used.

By maintaining this balance, MHUSD ensures that charter schools are both accountable and autonomous, meeting high standards for student learning and organizational health while retaining the flexibility to innovate in ways that best serve their students.
